Robert J. Rock, recognized for Litigation–Bankruptcy, is a Partner in the Albany office of Tully Rinckey PLLC and focuses on international and cross-border issues. He has more than 35 years of experience in dealing with complex financial, corporate and commercial issues and is the immediate past Managing Partner of the firm’s Albany and New York City offices.
Donna Williams Rucker, recognized for Employment Law–Individuals, is a Partner in Tully Rinckey PLLC’s Washington, D.C. office, where she represents federal and private sector employees who require assistance with discrimination, harassment, disability retirement, retaliation, disciplinary and adverse action matters. Rucker continues to grow the firm’s extensive litigation and trial practice before the federal courts, District of Columbia Court, the Equal Employment Opportunity Commission, the U.S. Merit Systems Protection Board and the Office of Human Rights in the District of Columbia, Maryland and Virginia.
Eugene Welch, recognized for Municipal Law, is a Partner in Tully Rinckey PLLC’s Rochester office, is head of Tully Rinckey’s New York State Civil Litigation Practice Group, where he applies his extensive knowledge from years of defense of civil litigation. In the U.S. Attorney’s office, Mr. Welch defended Federal Tort Claims against federal agencies, and in the New York State Attorney General’s office for 15 years, he defended negligence claims brought against the state. In private practice for 25 years, Welch has defended negligence claims brought against towns and municipalities.
