Stephanie Rapp-Tully, Esq. is a distinguished equity partner at Tully Rinckey PLLC, where she has made significant strides in her field for over a decade. Specializing in employment law and litigation, she has dedicated her career to representing federal employees in various capacities, including filing at the Equal Employment Opportunity Commission (EEOC), the Merit Systems Protection Board (MSPB), and in federal courts.  Dedicated to fighting discrimination in the workplace, Ms. Rapp-Tully has spent her entire career helping public and private sector employees overcome unlawful personnel actions based on factors such as their race, sex, national origin, disability, military service, and age.  Ms. Rapp-Tully has extensive experience with cases involving violations of Title VII of the Civil Rights Act, the Americans with Disabilities Act (ADA), Rehabilitation Act, Age Discrimination in Employment Act (ADEA), and Uniformed Services Employment and Reemployment Rights Act (USERRA).  Additionally, she serves as her firm’s practice chair for its Maryland Practice Group.

Before ascending to her current role as an equity partner in 2020, Ms. Rapp-Tully began serving as a partner at her firm in 2019.  Her journey with the firm started as an associate attorney in 2015, and due to her exceptional skills and dedication, she quickly advanced to senior associate attorney by 2018.  Prior to joining Tully Rinckey PLLC, Ms. Rapp-Tully served as an associate for a Silver Springs, Maryland law firm, where she similarly represented Equal Employment Opportunity (EEO) complainants alleging discrimination based on disability, failure to accommodate, national origin, religion, and ethnicity.  She represented clients before the U.S. District Court for the District of Columbia and the U.S. District Court for the District of Maryland.  She began her career as a lawyer at another Silver Spring law firm, where she gained valuable experience handling cases involving ADEA, Title VII, USERRA, and state employment discrimination law.

While attending law school at the Touro College Law Center, Ms. Rapp-Tully interned with the Legal Aid Society of Nassau County in Hempstead, N.Y., the U.S. District Court for the Eastern District of New York in Central Islip, N.Y., the U.S. Army Judge Advocate General’s Corps in Vilseck, Germany, and the Federal Communications Commission in Washington, D.C.  She also was a member of the Moot Court Honors Board and received the Exemplary Contribution to the Quality of Student Life Award, in addition to the Center for Computer-Assisted Legal Instruction (CALI) Award for Best Oral Advocate and in Contracts.  Ms. Rapp-Tully received a Doctor of Jurisprudence, cum laude, from Touro College in 2012, and earned a Bachelor of Science in communications with a minor in Business at Ohio University in 2006.

In addition to her legal practice, Ms. Rapp-Tully is a respected speaker in her field, sharing her knowledge and insights at conferences and seminars.  This role underscores her commitment to educating others about employment law and advocating for employee rights.

Ms. Rapp-Tully draws fulfillment from various professional organizations, including the Metropolitan Washington Employment Lawyers Association and the Maryland State Bar Association, which have been instrumental in her ability to network and remain at the forefront of the legal field.  Actively involved in civic associations, Ms. Rapp-Tully volunteers as pro bono mediator with the EEOC’s Baltimore Field office.  Additionally, Ms. Rapp-Tully is a proud mother and devotes her free time volunteering at her local elementary school and in her community.
