Christian Root is a partner at Tully Rinckey and has been involved in family law for about 30 years. I spoke with him today about the tragic death of 4 year old Charlie at his foster home in Rotterdam.
Charlie and his brother were in the custody of Albany County, but there were no homes available there for them, so they were placed at a home in Schenectady County.
I asked Root, what responsibility did Schenectady County have, as the certifying agency, in regard to checking in on the children and the parents.
