Richard E. Rowlands, Esq., is a partner at Tully Rinckey PLLC and concentrates his practice in the area of Estate Planning, Elder Law, Real Estate and Business Law.
Richard brings a full range of elder law and estate planning experience to Tully Rinckey. He has extensive experience in estate planning, elder law, taxation, estate and trust administration, estate litigation, business law and real estate law. Richard has successfully litigated a variety of will contests in various Surrogate Courts, as well as cases involving abuse of powers of attorney and removal of executors and trustees.
Furthermore, Richard is a published author and has frequently written, lectured and presented seminars about elder law and real estate law issues. He is a contributing editor of Drafting New York Wills (Matthew Bender) and author of Chapter 18 on "Retirement and Estate Planning."
Prior to joining Tully Rinckey, Richard served as Of Counsel to the prestigious area law firm, Girvin & Ferlazzo, where he practiced elder law and estate planning.
Richard is a graduate of the University of Rochester, the U.S. Navy’s Nuclear Power School and Submarine School, and the U.S. Army’s Command and General Staff College. He received his Juris Doctor from Albany Law School of Union University where he was awarded membership in the prestigious Justinian Society. He is a retired Brigadier General on the New York State Retired List.
He is a member of the American, New York State and Albany County Bar Associations and is also a member of the National Academy of Elder Law Attorneys, the Estate Planning Council of Eastern New York and the Capital District Trial Lawyers Association. He serves as counsel to Colonie Senior Service Centers, Inc.; the New York State Independent Living Council; and the Association of Area Agencies on Aging. An active community volunteer, Mr. Rowlands is a member of the board of directors of the Visiting Nurses Association and Seton Health Foundation. (St. Mary’s Hospital)
