Mathew B. Tully is the Founding Partner of Tully Rinckey PLLC.

Mr. Tully concentrates his practice on the representation of military personnel and federal government sector employees. He has represented federal employees before such federal agencies at the Merit Systems Protection Board, Equal Employment Opportunity Commission, and the Office of Special Counsel and in court before the United States Court of Appeals for the Federal Circuit and the United States Supreme Court.

A Major in the New York Army National Guard, Mr. Tully has chosen to dedicate his legal career to protecting and preserving the rights of veterans and reservists. After suffering from military discrimination at the hands of his employer, Mr. Tully received his Juris Doctorate from Brooklyn Law School. On September 11, 2001, while employed in the legal department of Morgan Stanley, Mr. Tully escaped from the World Trade Center and shortly thereafter relocated to Upstate New York with his wife and their family. There in his ski home he began providing legal services to friends and former colleagues. The firm quickly outgrew his home and, with the addition of his college friend Greg Rinckey, Esq. as managing partner in 2004, Tully Rinckey PLLC opened an office in Albany, NY. The resulting success within the federal employment and military law sectors launched the firm into a luxury office in Washington, D.C.

Mr. Tully has since become a pioneer in the field of the Uniformed Services Employment and Reemployment Rights Act litigation, winning several landmark cases that have greatly influenced the laws protecting United States veterans. His leadership in military law is reflected in his role as a syndicated columnist for the Military Times, where his “Ask the Lawyer” column is featured weekly in the Army Times, Air Force Times, Navy Times, and Marine Corps Times. In October of 2007, Mr. Tully testified in front of the United States Senate Committee on Veterans’ Affairs regarding his criticism of and recommendations for changes to USERRA. He provided his expertise on the Act again in February of 2008 in front of the House Committee on Veterans’ Affairs.

In 2008, Mr. Tully was admitted as a Solicitor to the Supreme Court of England and Wales, becoming one of the few American attorneys licensed in a foreign country. He now has full rights to practice before the European Court of Human Rights, European Court of First Instance, and the European Court of Justice, as well as most courts in England and Wales.

Mr. Tully is frequently called upon by local and national media outlets to offer his expert commentary on legal matters. Most recently, he has been featured in the Washington Post and on CNN.

In addition, Mr. Tully is an adjunct professor at Albany Law School, in Albany, NY, teaching a newly developed course on Law Practice Management.

In May 2008, Mr. Tully became host of the weekly radio talk show the “Tully Rinckey Legal Power Hour” on 810 AM WGY. The show, which broadcasts throughout the Northeast and streams on the web, provides analysis and commentary on timely legal and political issues. The weekly show airs each Sunday at 7 pm.




MILITARY BACKGROUND
Before launching his legal career, Major Tully served for several years on active duty in the United States Army as a Field Artillery Officer. He currently serves as a Major in the New York Army National Guard.

Following the terrorist attacks on September 11, 2001, Major Tully was called to serve on active duty at Ground Zero in New York City as the Task Force World Trade Center Military Chief of Operations and Plans.

In 2005, Major Tully was called to serve again when he was deployed to Iraq with the 42nd Infantry “Rainbow” Division and was based at Forward Operating Base Danger in Tikrit, Iraq. As acting Division Chief of Operations, he was responsible for the organization and implementation of the military’s security and stability operations in Saddam Hussein’s hometown. Major Tully’s division, comprised of 25,000 coalition personnel, was stationed in the infamous Sunni Triangle. After Forward Operating Base Danger was turned over to the Iraqi government in November 2005, he was transferred to Camp Victory in Baghdad. Major Tully returned to the firm in 2006.

He deployed in October of 2007 to Egypt, where Major Tully conducted a series of exercises in support of “Operation Bright Star,” which works to enhance the relationship between the United States and many Middle Eastern countries.

In 2008, Major Tully graduated from the National Security Space Institute (NSSI). The NSSI is the Department of Defense’s premier institute for providing servicemembers with the space education and training required to support military operations and advance U.S. national security interests. Major Tully is likely the first attorney to have completed the NSSI training, and is the first to be an English solicitor. Upon graduating, he received the Air Force Space Medal, certifying him as a space professional. He went on to complete the Army Space Operations Officer Qualifications Course to be Army Functional Area 40 qualified.

Mat was raised in Massapequa Park, New York but has lived in South Korea, Oklahoma, Georgia, Colorado Springs, and Brooklyn, NY.
